A-Appréciation de l’agent sur ses fonctions :

My duties within the Administrative and Financial Department have been largely in line with my job description and I have enjoyed working with and being of service to the Regional Coordinators, outside parties, my hierarchy and colleagues. Unfortunately, I feel there has been a serious communications problem and that the responsibilities and status of my position have been diminished towards the end of the year (cf. our notes of 27/11/98, 7/12/98, 8/12/98, 21/12/98, 23/12/98, 29/12/98 and 13/01/99). I trust this situation has now been resolved and that my services will be appreciated and rewarded more commensurably with their value to the Office.

B- Appréciation du chef de service :

Je confirme les observations formulées par moi-même et l’adjoint au chef de service fin 1998.
S’agissant de la note du 13 janvier 1999, je confirme, en réponse, les points suivants :
- Accord Thaïlande/OIE : Rien ne justifie qu’une version finale soit envoyée sans que le Directeur général, moi-même ou mon adjoint ait pu la relire.
- Note du 7 décembre 1998 de l’adjoint au chef de service : je considère les observations écrites justifiées car nécessaires pour éviter que de tels errements perdurent.
- Suivi financier : les prestations fournies par Patrick Reis-Ekelund restent insuffisantes. Je rappelle que le poste a été créé pour éviter une surcharge de travail du comptable. L’intéressé a préparé, ou reçu copie, de tous les transferts de fonds effectués.

Les importantes difficultés soulignées par son Chef de Service remettent en question l’avenir de Mr Reis-Ekelund à l’OIE.

D- Observations de l’agent sur B & C

I am sad to note that my replies to comments and accusations made by Messrs Guy Jannot and Gary Sutherland, as well as my assurances that all instructions have been taken to heart, have gone completely ignored, and I am outraged that I have been the object of harassment ever since I reported obvious discrepancies in the accounts of the OIE Regional Representation for the Americas at the end of the third quarter 1998. It is with regret I conclude that I may have to draw this matter to the attention of other bodies, within and outside the OIE.
